rotational idle

Hi
somebody have a rotational idle setup in the car?
I need to set up it because the car has not any idle control valve and we have to use a fixed throttle position with a wide open and high rpm idle, like in the mitsubishi evo gr-n, normally with rotational idle we can get a smooth idle, but in the soft we dont see how we can get it
