actually the question is :
as long as you make the ignition same as Emu with a strobe light,
does it matter what settings is it ?
when I give 15 degrees from EMU and see the 15 degrees with the strobe light,
does it matter what the max ignition angle is or any other settings ?

If your EMU ignition angle is equal to ignition angle measured by timing lamp, the primary trigger setup should be correct.
One important thing is that the maximum advance you can get is equal TRIGGER ANGLE parameter.

alright,
let's think of there are 2 same engines.
first one - max degrees is 50
the other is 40
if we give 35 degrees for both engines,
do they behave %100 same ? or is it scaled ?
(the strobe light degrees is equal to the engine at idle on both engines)

It could be.
For example
First trigger tooth 3
Trigger angle 60
is equal to
First trigger tooth 4
Trigger angle 54
and is equal to
First trigger tooth 5
Trigger angle 48
and so on
