2JZGE NA-T Cold Idle low sometimes stall

Hello, so as the title imply's the car when it starts up idles extremely low and sometimes even stalls if its cold enough.
When the car is warmed up it idles perfect and smooth. I've spent some time with idle ref and trying to adjust accordingly to the coolant temp. Also spent time with after start enrichment and some other things but i always have the same result.
The only problem i have is when its cold so its got to be some sort of correction parameter not in an ideal adjustment ?
Anyways because of this low idle when its cold i usually have lightly hold the gas peddle down just to keep it at around 2k so it warms up. But literally if i try to start the car with out any throttle it will absolutely not start. Its almost like trying to start a carb operated vehicle where you have to give it gas while its cranking.
That has been the only problem i've had so far. I love the way the emu is otherwise. I've been driving the car frequently and love how it drives.
Just needa find out what parameter to adjust so i can have a good solid starting point.
