I want set my afr to 11.5. My question is, do I get the same power setting only fuel ve map that setting only fuel target?

You can change AFR in either the target table or the VE table. If your VE table has been tuned to match your actual engine VE AND your target AFR matches your actual AFR, you can just adjust your target AFR table to 11.5:1. If your target does not match your actual AFR, then you need to set the correct target, and then adjust VE table to match.

What fuel are you using?

98 octane

I suppose you are working with basic fuel mode, so you need to adjust VE table.
In Advance fueling mode it works like Scott wrote
