How to control a PWM cooling fan?

I am using a 850 watt Merc Benz W220 cooling fan.But I cannot figure out how to control it in EMU Black.
The fan need a PWM control signal 10-90% at 300Hz.It has an internal pull up resistor So I need Grouded 300hz pwm signal.
In the EMU software PWM output setting.PWM frequency is not allowed to be larger than 255.
Further more,there is no PID control strategy like Idle DBW ,or Boost to maintain a proper CLT.
Even If PWM frequency is allowed 300hz it is only possible to use a MAP VS RPM map to modulate PWM% with is not ideal.Much better in PID manner.
850W Fan moves huge amount of air consums a lot electric power(80A) If not controlled property,I need to idle at 1500RPM otherwise my battery will drop to under 10volt!

So I wonder how you guys control the fan in BMW ,old Merc,volvo porsche etc...
Basically Fans in 10-15years old european cars work like that, newer vehicles Use CAN signal.

you can switch from MAP to CLT on one axis, and the second is RPM. I am using BMW 600W cooler, PWM frequency 150Hz and 10-90% duty also... works great.
