Single direcion VANOS - 2002 BMW 330i M54B30 - TURBO

Hello all,
I am having difficulty getting the camshafts to advance using ECUMaster Black. The camshafts use a single direction solenoid each with ECU switched ground-path control and a +12 key-on power from the original harness.
The solenoids are wired correctly.
Testing outputs (500ms on / 500 ms off / 10 cycles) allows the camshafts to move and the running engine responds to either camshaft.
Primary, secondary and CAM #2 triggers are visible in the log.
coolant and rpm are within range to activate on CAM #1 and CAM #2 parameters
The VVTI won't request more than 2% duty cycle.
it appears that VVTI is 'locked-out'
has anyone managed to make the single intake camshaft solenoid and single exhaust camshaft solenoid respond to running engine conditions?
is there something i need to adjust in the VTEC menu?
i must be missing something simple. please Let me know.
